TGA Changing Structure of Puffing Billy...maybe?

There's been some discussion on the Train Gamer Association forums about changing the structure of the Puffing Billy, definitely for RailCon and possibly for GenCon.

Specifically, a suggestion was made to divide the competition into classes, similar to those used in road rallies or other classed events. The top class would be previous PB winners. The middle class would be previous participants but not winners. Then, there would be a first-timer class for people who have never done a Puffing Billy. Classes would be self-designated and honor system based.

I think this is a great idea for the events. The PB attracts more than enough people at GenCon to justify the classing system, and it gets tiring seeing the same 2 or 3 guys fight it out every year. The PB is also somewhat disproportionately balanced to people who spend their whole time in the TGA area, and the classing will help fix that, I think.
